“Spend management” and “expense management” are used as if they mean the same thing. They do not, and the difference tells you what a small business actually needs.
| Expense management | Spend management | |
|---|---|---|
| When it happens | After money is spent | Before and while money is spent |
| Main questions | What did we spend, and who gets reimbursed? | Should we buy this, within what budget, from whom? |
| Typical features | Receipts, claims, reports | Budgets, approvals, purchase orders, vendor control, cards |
| Small business need | Almost always | Only when several people can commit company money |
The best spend management software for small business, as ranked online, is mostly paid platforms with corporate cards. There is no mature open source equivalent. What you can do is assemble the same control from tools you may already run.

- Anything above a set amount needs a purchase order before ordering.
- Two-person approval for large or unusual payments.
- A monthly review of the top ten suppliers by spend.
- One owner per budget line.
Skip the hype
If a tool claims to replace a commercial spend management platform including card issuing for free, be skeptical. Card programs come from banks and licensed providers.
Example: a 15-person company where several people buy things
An illustrative example, not a real company.
Several managers can order from suppliers, and invoices keep arriving that nobody remembers approving. The owner wants control without a heavy system.
They set a rule that anything above a threshold needs a purchase order approved by a second person, and they use ERPNext's budgets and approval workflow to enforce it. Expense claims go through Frappe HR. Once a month the owner opens a dashboard of top suppliers by spend.
There are no corporate cards in this setup. Those stay with the bank.
What usually goes wrong
- Buying a spend platform before setting simple rules.
- Having approvals that everyone bypasses.
- No single owner per budget line.
- Never reviewing supplier spend.
- Expecting open source tools to issue cards.
Free self-hosted or paid cloud: how to decide
Commercial spend platforms bundle cards, real-time controls and integrations, which is the real value. If you do not need cards, assembling controls from an ERP and an expense tool is workable and cheaper. Be clear about which problem you are solving.
ERPNext and Metabase need a server. A VPS from a provider such as Hostinger is a practical place to start, and the self-hosting checklist in our security guide applies.
Need a server to host it?
Self-hosting a CRM needs a server. PHP and MySQL apps can often run on ordinary web hosting, while Docker, Node, Python or Java apps usually need a VPS. Check each project's requirements first. Hostinger offers both shared web hosting and VPS plans.
